Scratch Card

While I don't argue the Phuensum Dharim and Super Bumper Lotteries, I do have some reservation on so called Scratch Card if it may or not qualify to term as lottery.

Lottery is buying of a chance. It can be differentiated from gamble significantly because the chance is staked at fixed factors, whereby the quantity of tickets, price of a ticket and importantly the buyer is convicted that the chance lies within the whole quantity of the lotterry and the prize shall be won at an instantaneous time during the draw.

Now the scratch card even if the whole lot of lottery is out in the market and has all winning cards in it, is with the possibilities of prize containing lotteries be drawned or opened at the very first stage of the lottery cards being out in the market. We cannot argue of a Zero Chance, because the a probability remains in this scenario. 

Or else do the winners need to stay confidential untill the whole stock is being exhausted? Or if the Card is being released lot wise, how is the prize containing tickets distributed? Are the tickets with Top Prizes released in the first Lot? 

The Scratch Card deem to be Gamble if the Chance is not out in the Market in One Go.
